Die Abrissarbeiten wurden gestoppt
|
Am frühen Morgen des 5. Oktobers haben an der Palazzina Commando und der Palazzina Misurata der Drususkaserne Schlanders die Abrissarbeiten begonnen. Dies geschah durch eine Dringlichkeitsverordnung, die durch den Bürgermeister Dieter Pinggera am Abend des 4. Oktobers unterschrieben und am Morgen des 5 Oktobers veröffentlicht wurde. Dieser Verordnung ging ein Schreiben des Gemeindesekretärs Dr. Georg Sagmeister voraus, das Sicherheitsmängel und Risiken auf dem Gelände und in den Gebäuden beschrieb.

Aufgrund einer Machbarkeitsstudie im Jahr 2016 sollen drei Gebäude auf dem gesamten Areal abgerissen und durch neue Wohnhäuser ersetzt werden. Das Gebäude, in dem sich das Gründer- und Innovationszentrum BASIS Vinschgau Venosta befindet, das alte Servicegebäude, ist von dem Abriss ausgenommen und wir auch in Zukunft bestehen bleiben. Jedoch sollen bis 5m vor das Gebäude der BASIS in 3 Baulosen privater Kondominien Bau, ein Gewerbegebiet und die Erweiterung der Berufsschule entstehen.

Bereits zwischen 4 und 5 Uhr am Morgen rollten die Bagger an und die Arbeiten an einem Teil des Kasernen-Ensembles begannen. Die beauftragten Baufirmen Marx AG und Mair Josef & Co. KG kamen mit 6 schweren Maschinen, während die Ortspolizei den gesamten Platz absperrte. Anrainerinnen und Anrainer machten sich bereits am frühen Morgen ein Bild der Lage. Auch die Nutzerinnen und Nutzer des Kreativviertels der BASIS waren früh am Ort des Geschehens.

Wie sich bald herausstellte wusste ein großer Teil des Gemeinderats und der Verwaltung nichts von der Nacht- und Nebelaktion und war sichtlich bestürzt über die Vorgehensweise.

Um 10.30 Uhr trafen die Carabinieri aus Schlanders ein, um das Abrissvorhaben zu stoppen. Bis dahin waren die Abrissarbeiten schon weit fortgeschritten. Durch die Landeskonservatorin Karin Dalla Torre wurde ein Baustopp erwirkt. Da zurzeit noch eine bauhistorische Untersuchung läuft, gab es eine Vereinbarung mit dem Bürgermeister die Ergebnisse abzuwarten. Dies ist so nicht erfolgt.

Nun wird anhand eines Lokalaugenscheins ermittelt was es noch zu retten gibt oder wie hoch der entstandene Schaden ist. Auch die Vorgehensweise des Abrisses wird auf Ordnungsmäßigkeit und Zulässigkeit überprüft. Es gab verschiedene Einwände, welche die vorschnelle, aktionistische Vorgehensweise, die ökologische und ökonomische Nachhaltigkeit, die mögliche Nachnutzung und den respektlosen Umgang mit Bestandsressourcen kritisieren.

Das historische gewachsene Dorfquartier rund um das Areal, die Gebäude und freie Platz der ehemaligen Drususkaserne haben volkswirtschaftlich, kulturell und als tertiärer Bildungsstandort ein großes Potential und Alleinstellungsmerkmal für das gesamte Dorf, den Vinschgau, ganz Südtirol und weit darüber hinaus.

Caserma Druso Silandro
Interruzione dei lavori di demolizione
|
Nelle prime ore del mattino del 5 ottobre sono iniziati i lavori di demolizione della Palazzina Commando e della Palazzina Misurata della ex Caserma Druso di Silandro. Ciò è avvenuto con un decreto d'urgenza firmato dal sindaco Dieter Pinggera la sera del 4 ottobre e pubblicato la mattina del 5 ottobre. Questo decreto è stato preceduto da una lettera del segretario comunale, Dr. Georg Sagmeister, che descriveva le carenze di sicurezza e i rischi presenti nel sito e negli edifici.

Sulla base di uno studio di fattibilità del 2016, tre edifici dell'intero sito dovevano essere demoliti e sostituiti da nuovi edifici residenziali. L'edificio in cui si trova il centro di start-up e innovazione BASIS Vinschgau Venosta, la vecchia Palazzina Servizi, è escluso dalla demolizione e rimarrà al suo posto in futuro. Tuttavia, fino a 5 m di fronte all'edificio BASIS, verranno costruiti condomini privati, un'area commerciale e l'ampliamento della scuola professionale in 3 lotti edilizi.

Già tra le 4 e le 5 del mattino sono arrivate le ruspe e sono iniziati i lavori su parte dell'insieme della caserma. Due imprese edili sono arrivate con 6 ruspe, mentre la polizia locale ha isolato l'intera piazza. I residenti del vicinato si sono fatti un'idea della situazione già di prima mattina. Anche gli utenti del quartiere creativo BASIS sono arrivati presto sul posto.

Ben presto si è scoperto che gran parte del consiglio comunale e dell'amministrazione non erano a conoscenza dell'azione notturna ed erano visibilmente sconcertati dal modo in cui è stata presa la decisione.

Alle 10.30 sono arrivati i Carabinieri di Silandro per fermare il progetto di demolizione. A quel punto, i lavori di demolizione erano già in fase avanzata. La soprintendente ai beni culturali Karin Dalla Torre ha ottenuto lo stop ai lavori. Infatti, è ancora in corso una valutazione sul valore storico dell'edificio, e si era concordato con il sindaco di attendere i risultati di questo prima di procedere con eventuali lavori. Questo però non è accaduto.

Ora un sopralluogo dovrà determinare ciò che può ancora essere salvato o l'entità del danno. Anche la procedura di demolizione sarà controllata per verificarne la regolarità e l'ammissibilità. Ci sono state diverse obiezioni che hanno criticato l'approccio avventato, la sostenibilità ecologica ed economica, il possibile riutilizzo e il trattamento irrispettoso delle risorse esistenti.

Il quartiere storico intorno all'area, gli edifici e lo spazio libero dell'ex caserma Druso hanno un grande potenziale economico, culturale e di formazione terziaria e un punto di forza unico per l'intero paese, la Val Venosta, l'intero Alto Adige e ben oltre.

Drusus Barracks Silandro - Interruption of demolition work
|
In the early morning of October 5, demolition work began on the “Commando” Building and the “Misurata” Building at the Drusus Barracks in Silandro. This was done by an emergency decree signed by Mayor Dieter Pinggera on the evening of October 4 and published on the morning of October 5. That decree was preceded by a letter from the city secretary, Dr. Georg Sagmeister, describing the deficiencies and security risks at the site and in the buildings.

Based on a feasibility study in 2016, three buildings on the entire site are to be demolished and replaced by new residential buildings. The building in which the start-up and innovation center BASIS Vinschgau Venosta is located, the old service building, is excluded from the demolition and will remain in the future. However, up to 5m in front of the building of BASIS in 3 building lots private condominiums construction, a commercial area and the extension of the vocational school are to be built.

Already between 4 and 5 o'clock in the morning the excavators rolled in and the work on a part of the barracks ensemble began. Two construction companies arrived with 6 heavy machines, while the local police cordoned off the entire square. Residents of the area got an idea of the situation early in the morning. Also the users of the creative quarter of BASIS were early on the scene. As it soon turned out, a large part of the municipal council and the administration knew nothing about the night and fog action and was visibly dismayed by the procedure.

At 10:30 a.m., the Carabinieri from Schlanders arrived to stop the demolition project. By then, the demolition work was already well advanced. A construction stop was obtained by the regional conservator Karin Dalla Torre. Since a building-historical investigation is still running, there was an agreement with the mayor to wait for the results. This has not been done.
|
Now, on the basis of an on-site inspection, it is determined what can still be salvaged or how much damage has been caused. The procedure of the demolition will also be checked for regularity and permissibility. There were various objections criticizing the rash, actionist approach, the ecological and economic sustainability, the possible subsequent use and the disrespectful treatment of existing resources.

The historic village quarter around the area, the buildings and the free space of the former Drusus barracks have a great economic, cultural and tertiary educational potential and unique selling proposition for the entire village, the Vinschgau, South Tyrol and far beyond.
